This meeting was hosted and chaired from the Town of Essex Municipal Building. Due to the ongoing COVID-19 pandemic this meeting was not currently open to the public for in person attendance. Mayor Snively called the meeting to order at approximately 6:00 PM.

We acknowledge that this land is the traditional territory of the Three Fires Confederacy of First Nations (comprised of the Ojibway, the Odawa, and the Potawatomi Peoples), and of the Huron-Wendat Peoples. We value the significant historical and contemporary contributions of local and regional First Nations and all of the Original Peoples of Turtle Island who have been living and working on the land from time immemorial.

Robert Auger, Town Clerk/Solicitor, Legal and Legislative Services provided a verbal report on the Closed meeting held on December 20, 2021 at 5:00 PM. He reported that Council met electronically in Closed Session on December 20, 2021 at 5:00 PM as permitted to do so by section 239 (2) (c) and 239 (2) (i) of the Municipal Act.

At the Closed Session Council provided direction and discussed a proposed acquisition of land. Council also received, discussed and provided direction in regards to technical, commercial, and/or financial information that was supplied in confidence to the municipality relating to land owned by the Town of Essex.

There were no conflicts of interest noted at this time.

    That By-Law Number 2107 being a by-law to amend By-Law 1992 Being a By-Law to Establish Water and Sanitary Sewer Rates and Charges be read a first, a second time, and a third time and finally passed on December 20, 2021.

    That the proposed rates indicated on page 2 of Parks and Faciliites-2021-21 report be approved with the following amendments:

    • Addition of a Commercial Operations Unrelated to Direct Harbour Use rate
    • Increase of the minimum footage on ‘B’ Dock from 15 feet to 20 feet.

    That By-Law 2105, being a by-law to amend By-law Number 1037 for the property at 27 Maple Avenue to permit a semi-detached dwelling be read a first, a second and a third time and finally passed on December 20, 2021; and   

    That By-Law 2106, being a by-law to amend By-law Number 1037 for the property at 2151 Roseborough to permit a sit-down restaurant be read a first, a second and a third time and finally passed on December 20, 2021.

RE: Building Report and Development Overview November 2021

Lori Chadwick, Director, Developmental Services highlighted the addition of a Secondary Dwelling Unit to the Report and provided Council with an update on applications received and forecasted since approved in November 2021.

Doug Sweet, Chief Administrative Officer, advised Council that the Town’s By-Law Enforcement will respond to complaints during regular business hours and the OPP will respond to complaints after hours and on the weekend. He noted that the Town is also exploring the possibility of having this matter enforced by the Animal Control Officer.

    That Council have a discussion regarding persistent dog barking and the negative impact it may have on the quality of life for residents of the Town of Essex and how complaints regarding this matter are to be enforced in accordance with the Town of Essex Noise By-Law.
