RE: 2025 Flood Event


Recommended Action:

  • That Infrastructure Services Report 2025-03 entitled 2025 Flood Event prepared by Kevin Girard, Director, Infrastructure Services dated February 2, 2026 be received.

    That Council direct administration to amend By-Law No. 2366, being the Subsidy Program By-Law, to remove the requirement for a minimum of two quotes.

RE: Master Servicing Plan Initiation


Recommended Action:

  • That Infrastructure Services Report 2026-01 entitled Master Servicing Plan Initiation prepared by Kevin Girard, Director, Infrastructure Services dated February 2, 2026 be received; and

    That Council appoint Stantec Consulting Ltd. to provide engineering services for Project PW-24-0016 (Servicing Master Plan) in the amount of $499,000 (not including HST) to conduct a master servicing study in accordance with the Environmental Assessment Act and the completed request under Section 22 of the Town of Essex Procurement By-law 2437; and

    That Council authorize additional funding of $88,502.08 (including HST) from Water Reserves, $82,334.72 (including HST) from the Urban Levy Reserve.

RE: 2023-2027 Strategic Action Plan Annual Progress Report deferred at the January 12, 2025 Regular Council Meeting


Recommended Action:

  • That CAO Report 2025-03 entitled 2023-2027 Strategic Action Plan Annual Progress Report prepared by Kate Giurissevich, Chief Administrative Officer dated January 12, 2026, be received for information.

RE: Windsor Canada Utilities Ltd. Advisory Committee


Recommended Action:

  • That the verbal report by Joe Malandruccolo, Director, Legal and Legislative Services/Clerk regarding Windsor Canada Utilities Ltd. Advisory Committee, be received;

    That Council nominate the following people to sit on the Windsor Canada Utilities Ltd. Advisory Committee for a term of one year, expiring on February 28, 2027 [Nominees to be named by Council]; and

    That Council direct the Clerk to provide Windsor Canada Utilities Ltd. with the names of such five Windsor Canada Utilities Ltd. Advisory Committee nominees.

  • That all of the correspondence listed in Agenda Item 13.1 be received, and, where indicated, to further share such information with the community using  suitable methods of communication.

RE: Light Up for Fibromyalgia on May 12, 2026

  • That the correspondence from Fibromyalgia Association Canada asking Council to consider proclaiming Fibromyalgia Awareness Day in the Town of Essex received and supported; and

    That Council proclaim May 12, 2026 as Fibromyalgia Awareness Day in the Town of Essex by adopting the following resolution:

    Whereas, Fibromyalgia Awareness Day aims to raise awareness and end the stigma and discrimination that accompany this chronic illness;

    Whereas, Fibromyalgia Association Canada is the only national organization in Canada that supports only fibromyalgia;

    Whereas, Fibromyalgia affects about 5% of Canada’s population – over 2,000,000 men, women and children of all ages and races in Canada are afflicted with this chronic illness;

    Whereas, Fibromyalgia often takes an average of three (3) to five (5) years to diagnosis;

    Whereas, there is no known cause of, prevention of, or cure of fibromyalgia;

    Whereas, Fibromyalgia (FM) is a complex illness whose symptoms vary widely and may include debilitating chronic pain, overwhelming fatigue, and cognitive impairment;

    Whereas, patients with Fibromyalgia often have a number of co-existing conditions, which may include chronic myofascial pain, irritable bowel syndrome (IBS), temporomandibular joint disorder (TMJ), environmental sensitivities, anxiety and depression;

    Whereas, Fibromyalgia (FM) greatly reduces quality of life, can cause total disability and also affect families, friends and employers. Living with chronic pain and fatigue on a daily basis can lead to social isolation, so it is important for sufferers and their families, friends, and caregivers to know that they are not alone; 

    Whereas, people with Fibromyalgia (FM) have a right to be treated with dignity and have a right to pain relief;

    Whereas, together we will find ways to enhance the quality of lives for people affected by fibromyalgia and together find a cure; and

    Whereas, the Town of Essex encourages local business and community members to participate by illuminating key landmarks in purple for Fibromyalgia Awareness Day.

    Therefore, I, Sherry Bondy, Mayor of the Town of Essex, on behalf of the Town Council and community at large do hereby proclaim May 12, 2026 as Fibromyalgia Awareness Day in the Town of Essex.

  • That the Committee Meeting minutes listed in Agenda Item 14, together with any recommendations to Council noted therein, be received, approved, and adopted as circulated.
