Mayor Bondy called the meeting to order at 6:00 PM.

We acknowledge that this land is the traditional territory of the Three Fires Confederacy of First Nations (comprised of the Ojibway, the Odawa, and the Potawatomi Peoples), and of the Huron-Wendat Peoples. We value the significant historical and contemporary contributions of local and regional First Nations and all of the Original Peoples of Turtle Island who have been living and working on the land from time immemorial.

Joe Malandruccolo, Director, Legal & Legislative Services/Clerk reported that on October 6, 2025 at 4:30 PM Council moved into Closed Session as permitted to do so pursuant to Section 239 2 (c), (f), (g), and (j) of the Municipal Act, 2001, S.O. 2001, c. 25. as amended to discuss:

  1. Proposed disposition of property related to a Town owned land;
  2. Facility audits and assessments;
  3. Proposed lease agreement related to Town property;
  4. Town facility agreement update; and
  5. By-Law enforcement update.

There were no declarations of conflict of interest noted at this time.

CAO Giurissevich noted that, as a result of discussions which took place at the Committee of the Whole Meeting on September 22, 2025, Administration will follow up with Council on the following matters:

  1. Director, Community Services, to correspond with the Coast Guard (already sent);
  2. Director, Infrastructure Services, to supply a quote for garbage pails for the Essex Centre Business Improvement Area (BIA); and
  3. Director, Legal and Legislative Services, to confirm with the government whether or not additional municipalities will be let into the Golf Cart Pilot Program.

RE: Essex County Detachment Board 2024 Annual Report

Superintendent Mark Loucas, Essex County Detachment Commander, provided an update on the Strategic Plan for 2026 and highlighted the interim report achievements in the 2023-2025 Strategic Plan. He explained that the focus items in the 2023-2025 Strategic Plan involved ways to reduce violent crimes, provided engagement to address areas of concern related to roadways, waterways and trails as well as community wellbeing. He further explained that the OPP enhanced community patrols, community engagement, and collaboration with external groups.

RE: Strong Mayor Powers Update

Joseph Malandruccolo, Director, Legal and Legislative Services/Clerk presented an update regarding Strong Mayor Powers in the Town of Essex and how the Mayor has used her decisions and delegations of authority to effectively waived her Strong Mayor Powers. Director Malandruccolo provided a summary of the 2026 Budget process, explaining that, in accordance with the Mayor's direction, decisions regarding the budget will revert back to past practice and upon confirming the 2026 Budget, the Mayor and all of Council will sign a declaration waiving their veto powers and approving the 2026 Budget under the Strong Mayor Power framework.

Cole Foster, Youth Councillor, announced that the Zoomers Essex Active Lunch and Learn (Z.E.A.L.L) program has had great success and announced that registration opens in mid-October.

Lauryn Smith, Youth Councillor, announced exciting upcoming events at Essex High School including Homecoming, various sports games, a pep rally and a bake sale.

Deputy Mayor Shepley provided an update on a County Council report regarding the County's non-fire mutual aid asset inventory initiative and the importance of maintaining accurate inventory records. He further provided an update on the Transportation Master Plan and noted that Development Charges were presented at County Council in November for implementation in January 2027.

    That the correspondence from Ontario Disability Employment Network asking Council to consider proclaiming the Month of October as National Disability Employment Awareness Month in the Town of Essex be received and supported; and

    That Council proclaim the month of October as National Disability Employment Awareness Month in the Town of Essex by adopting the following resolution:

    Whereas, Light it Up! For NDEAM® spotlights the many ways people who have a disability contribute to businesses and their communities, demonstrating how disability inclusion in employment can drive success and competitiveness; and

    Whereas, Light it Up! For NDEAM® is the main event of Ontario Disability Employment Network (“ODEN”) and is a national movement celebrating its fifth anniversary with a one-night coordinated special lighting event which occurs on the third Thursday of every October; and

    Whereas, in 2024, over 800 locations in almost 200 communities across Canada illuminated in purple and blue. This nationwide collaboration involves ODEN, the Canadian Association for Supported Employment, MentorAbility Canada, the federal government, municipal and provincial governments, Jobs Ability Canada, and many community-based agencies. It is this collective effort that makes "Light It Up! For NDEAM®" a powerful event in big cities, small towns, and rural communities from coast to coast; and

    Whereas, the Town of Essex encourages local business and community members to participate by illuminating key landmarks in purple and blue.

    Therefore, I, Sherry Bondy, Mayor of the Town of Essex, do hereby proclaim the month of October as National Disability Employment Awareness Month and invite businesses to participate in the national event to further celebrate workplace accomplishments of people with disabilities across Essex County on October 16, 2025 for Light it Up! For NDEAM Day.

    That the correspondence from Windsor-Essex County Health Unit regarding strengthening coordination of provincial and federal dental programs be received and supported; and

    That a letter from the Town of Essex be sent to the Honourable Sylvia Jones, Minister of Health, Windsor-Essex County Health Unit, Andrew Dowie, MPP, Windsor-Essex, Trevor Jones, MPP, Chatham-Kent-Leamington, Lisa Gretzky, MPP, Windsor West, Anthony Leardi, MPP, Essex and Chris Lewis, M.P, Essex Riding.

    Whereas, oral health is a critical component of overall health and well-being, and access to dental care remains a significant barrier for many low-income individuals and families in Windsor-Essex and across Ontario;

    Whereas, the Government of Canada has launched the Canadian Dental Care Plan (CDCP) to expand access to dental services for uninsured Canadians with low and middle incomes; and
    Whereas, the Province of Ontario administers several dental and social assistance programs, including Healthy Smiles Ontario (HSO), the Ontario Disability Support Program (ODSP), and Ontario Works (OW), which also provide dental benefits to eligible populations;

    Whereas, the current coordination of benefits between the CDCP and Ontario’s programs is evolving, and clear, consistent, and integrated processes are essential to avoid duplication, ensure continuity of care, and reduce confusion for clients and providers; and

    Whereas, local public health units, including the Windsor-Essex County Health Unit, play a vital role in delivering oral health services and supporting vulnerable populations;

    Now therefore be it resolved that the Board of Health for the Windsor-Essex County Health Unit urges all levels of government to continue to improve the coordination between CDCP and Ontario’s dental and social assistance programs to ensure seamless access to oral health treatment when needed;

    Further That the Province of Ontario provide clear guidance and streamlined administrative processes to social service organizations, oral health providers, and other healthcare providers to support navigation of the available support programs and eliminates delays in accessing oral health care;

    Further That the Province of Ontario provide a time-limited exemption which temporally waives the requirement to utilize CDCP as the primary payer for emergency dental treatment for those who are not currently enrolled in the program until such time that enrollment can occur; and

    Further That, the Government of Canada and Province of Ontario provide additional support to social services to ensure those experiencing homelessness or who may have experienced challenges in filing tax returns are able to do so and in so doing become eligible for oral health services and a multitude of other social supports; and

    Whereas the Town of Essex Zoning By-Law currently provides parking exceptions and exemptions for existing buildings located on lands in Parking Exception Areas in downtown Essex and downtown Harrow, for example waiving parking requirements for retail establishments; and

    Whereas opportunities to construct new developments on vacant lands in Parking Exception Areas in downtown Essex and downtown Harrow are available for infill development; and

    Whereas a goal in the Town’s Strategic Plan is to leverage our Town’s competitive advantages to promote jobs and economic investment.

    Now Therefore be it resolved that Council direct Administration to initiate the Zoning By-Law Amendment Process to consider parking exceptions and exemptions for new commercial construction in Parking Exception Areas in downtown Essex and downtown Harrow.

    Whereas the Town of Essex supports residential intensification as a means to help make Essex more affordable and provide more housing options for its residents; and

    Whereas the main mode of commuting for the employed labour force in private households in the Town of Essex is a motorized vehicle.

    Now Therefore be it resolved that Council direct administration to report back to Council on parking requirements for residential uses, considering such factors as unit size, building type, location, and density, and include issues and opportunities with the Town’s current parking requirements in its Zoning By-Law.

That Council direct Administration to provide a report detailing the state of Municipal Drains bounded by County Road 50 from Erie Road to County Road 41 in the Town of Essex and that such report include the number of drains, capacity of drains, and whether or not Council has any ability to implement drainage works without a petition from residents.
