This meeting was hosted and chaired from the Town of Essex Municipal Building. Due to the ongoing COVID-19 pandemic this meeting was not currently open to the public for in person attendance. Deputy Mayor Meloche called the meeting to order at approximately 6:00 PM. 

We acknowledge that this land is the traditional territory of the Three Fires Confederacy of First Nations (comprised of the Ojibway, the Odawa, and the Potawatomi Peoples), and of the Huron-Wendat Peoples. We value the significant historical and contemporary contributions of local and regional First Nations and all of the Original Peoples of Turtle Island who have been living and working on the land from time immemorial.

There were no declarations of conflict of interest noted at this time.

    That the published agenda for the September 21, 2021 Regular Council Meeting be adopted with the following amendments:

    1. That Agenda Item 10.7 listed in the Addendum to the Regular Council Meeting Agenda be added to allow for the Capital Works and Infrastructure-2021-21 Report.

    2. That Agenda Item 8.2 be added to allow for a delegation by Walter Branco, President, Noah Homes regarding Agenda Item 10.2 Planning-2021-19 entitled Parkland Woods Street Name Application and that said Report be moved up accordingly to Agenda Item 8.2.

RE: Erect a Tent for an Annual Fundraiser at Fury Training Grounds

Dave Cassidy, Fury Training Grounds, explained that this year the annual fundraiser will be held on Saturday, October 16, 2021 at 9:00 AM at the Fury Training Grounds and that the proceeds will go towards Mental Health and Addictions and Hotel Dieu Grace Healthcare. He noted that the guest speakers will be Michael Tibollo, Minister of Mental Health and Addictions and Mike Landsberg, Mental Health Advocate and Broadcaster.

Doug Sweet, Chief Administrative Officer, noted that Mr. Cassidy has filled out a SERT form and he will receive an approval letter shortly. He also noted that Jake Morassut, Manager, Parks and Facilities will follow up with Mr. Cassidy regarding the tent.

    That the delegation by Dave Cassidy, Fury Training Grounds be received and that the request for a tent to be erected at the arena parking lot for a fundraiser at Fury Training Grounds be received and supported.

Walter Branco, President, Noah Homes, explained the development in Harrow at Parkland Woods and provided background information on the meanings behind the street names. He explained the name for Pereira Drive was selected as the land was purchased from the Pereira family who owned the land for many years.  He also explained that the names for the other cul-de-sacs were chosen as Manuel Court was selected as Manuel is his father’s name and his father introduced him to the construction industry/development, Fatima Court was selected as this is his mother’s name who is in charge of the administration side of the company and Michelle Court was selected as Michelle is his wife’s name who has supported him.

RE: COVID-19 Update

Doug Sweet, Chief Administrative Officer, discussed the new provincial regulations regarding the orders issued by the Province of Ontario requiring proof of vaccination in select settings that come into effect on September 22, 2021.

Jake Morassut, Manager, Parks and Facilities, explained that staff will require proof of double vaccinations and photo ID before entering all indoor recreation facilities that are used for recreation and sporting events such as the Essex Centre Sports Complex, Harrow Arena and the Essex Recreation Complex. The exclusions to the vaccination policy are as follows:

1. 11 years old and younger are allowed in the facilities without vaccination status.

2. 12-17 years old are allowed in facility if they are directly participating in the sport and not vaccinated. Spectators in this age category must be vaccinated.

3. 18+ years old are permitted in the facility without COVID-19 vaccinations if they are a coach or volunteer or official with the youth sport user groups. 

4. Medical and religious exemptions. 

Councillor Bondy asked who is staffing/checking vaccination records and who is responsible for the extra cost for the staffing.

Mr. Sweet stated that the government has previously covered extra cost but currently the Town of Essex is absorbing it. He noted that they are tracking any extra staff cost.

Councillor Garon asked what for the current capacity in the arena, how the Town is ensuring social distancing and if decreased capacity limits will have impact on programing

Mr. Morassut stated that the capacity is 50 percent and each area/room has their own rated capacity. He explained that people are also to self-police and that the Town has not refused anyone based on capacity limits having been reached since the 50 percent capacity was implemented several weeks ago.

Councillor Vander Doelen asked if people will be allowed into the arena if they have a negative COVID-19 test or if they had previously recovered from COVID-19. 

Mr. Morassut stated that the provincial government has not permitted a negative test or someone who has previously recovered from COVID-19 as an exemption but they have installed cameras for those who want to watch at home.

Councillor Vander Doelen asked that it be noted that he is opposed to the motion.

Councillor Bondy advised that Harvest Hope is holding a walkathon at the Harrow Soccer Complex on Saturday, October 2, 2021 from 12:00 to 4:00 and the fee is $5 a person.

Councillor Vander Doelen noted that on Saturday, September 25, 2021 the Essex Region Conservation Authority is having their annual bike tour fundraiser which will begin in Kingsville and bikers can bike from Kingsville to the Arner Townline or Kingsville Harrow. The fee to participate is $30.00 per person.

Councillor Garon advised that the Essex 73's Annual Golf Tournament is this Saturday, September 25, 2021 at Belleview Golf Course and there are 130 participants. He thanked the sponsors and advised that they are looking for volunteers to assist with the event.

Deputy Mayor Meloche advised that Community Living Essex County is having a virtual Apple Fest this September 28 and September 29, 2021 and are selling apple pies and apples. He also mentioned that it is Legion Week and the Essex Legion Br. 201 is celebrating its 90th Anniversary.
