Mayor Bondy called the meeting to order at 6:00 PM.

We acknowledge that this land is the traditional territory of the Three Fires Confederacy of First Nations (comprised of the Ojibway, the Odawa, and the Potawatomi Peoples), and of the Huron-Wendat Peoples. We value the significant historical and contemporary contributions of local and regional First Nations and all of the Original Peoples of Turtle Island who have been living and working on the land from time immemorial.

RE: Community Living Essex County Career Programs

Brandi Sieben, Manager, Human Resources explained that at the Regular Council Meeting held on March 3, 2025, Council directed Administration to review potential job opportunities for Community Living Essex County Career Programs. She stated that two positions were identified in the Town, with those being, a Crossing Guard and a causal in the Parks and Facilities Division, and both align with Community Living’s Career Programs. She noted that if Council desires, Administration can develop a job description for an additional part time position for summer 2026 that would allow for the Town to partner with Community Living Essex County and could be presented to Council as part of the 2026 budget.  

Mayor Bondy passed the gavel to Deputy Mayor Shepley at 6:18 PM.

Tammy Dalgleish, Manager, Career Compass Program, provided insight to Council on the Career Compass Program and Youth in Action positions in the region. She thanked the Town for the proactive review of the municipal roles that could align with the Career Compass positions and the wiliness to examine additional Youth in Action positions for 2026.

Cory Simard, Manager, Legal, Licensing, and Enforcement provided an overview of the proposed By-Law amendment to prohibit the release of latex and mylar helium balloons in the Town.

RE: Walnut Street Reconstruction

David McBeth, Manager, Capital Works and Asset Management, presented Council with options for the design of the roadway on Walnut Street South in Harrow and recommended that Council proceed with Option 1 to keep a rural road section which would provide no additional financial impact.

Council postponed the motion to allow for additional time to review the options.

Deputy Mayor Shepley provided Council with an update regarding the adoption of a formal Indemnification Policy, the adoption of amendments to the Procurement Policy to prioritize Canadian supplies and services, an update from Invest Windsor Essex and announced the hiring of a consultant to review Sun Parlour Home’s building and service delivery.

Councillor McGuire-Blais left the meeting at 7:22 PM and returned at 7:23 PM.

    That the correspondence from the Essex Accessibility Advisory Committee asking Council to consider proclaiming May 25 to May 31, 2025, as National AccessAbility Week in the Town of Essex be received and supported; and
    That Council proclaim May 25 to May 31, 2025, as National AccessAbility Week in the Town of Essex by adopting the following resolution:
    Whereas, National AccessAbility Week is a week for Canadians to promote inclusion and accessibility in our communities and workplaces, to celebrate our progress and to be inspired to further break down accessibility barriers;
    Whereas, over 15 percent of Ontarians live with some form of a disability and as a result there is a need for greater awareness, enhanced service delivery and opportunities for persons with disabilities; and
    Whereas, individuals with disabilities are impacted daily by barriers to: information, facilities, employment, transportation, and communication supports, therefore negatively challenging an individual’s ability to fully participate in community life;
    Whereas, accessibility and inclusion are essential for ensuring that all community members have equity in opportunities, and the ability to fully participate in community life; and
    Whereas, Council reaffirmed its commitment to becoming a barrier free and accessible Town.
    Now Therefore, I, Sherry Bondy, Mayor of the Town of Essex, on behalf of the Town Council, and community at large, do hereby proclaim May 25 to May 31, 2025, as National AccessAbility Week and encourage everyone to support equality of access and opportunity for persons with disabilities in the Town of Essex.

    That the correspondence from the Town of Essex Infrastructure Services asking Council to consider proclaiming National Public Works Week in the Town of Essex be received and supported; and

    That Council proclaim May 18 to 24, 2025, as National Public Works Week in the Town of Essex by adopting the following resolution:

    Whereaspublic works professionals focus on infrastructure, facilities, and services that are of vital importance to sustainable and resilient communities and to public health, high quality of life, and well-being of the people of Ontario;

    Whereas, these infrastructure, facilities, and services could not be provided without the dedicated efforts of public works professionals, who are engineers, managers, and employees at all levels of government and the private sector, who are responsible for rebuilding, improving, and protecting our nation’s transportation, water supply, water treatment and solid waste systems, public buildings, and other structures and facilities essential for our citizens;

    Whereas, it is in the public interest for the citizens, civic leaders, and children in Ontario to gain knowledge of and maintain an ongoing interest and understanding of the importance of public works and public works programs in their respective communities; and

    Whereas, the year 2025 marks the 65th annual National Public Works Week sponsored by the American Public Works Association be it now.

    Now Therefore, I, Sherry Bondy, Mayor of the Town of Essex, on behalf of the Town Council and community at large, do hereby designate the week of May 18–24, 2025, as National Public Works Week. I urge all citizens to join with representatives of the American Public Works Association/Canadian Public Works Association and government agencies in activities, events, and ceremonies designed to pay tribute to our public works professionals, engineers, managers, and employees and to recognize the substantial contributions they make to protecting our national health, safety, and advancing quality of life for all.

That Council direct Administration to provide a report, prior to 2026 budget deliberations, on the levels of service provided by all Heritage groups that lease space at Town of Essex facilities, including but not limited to their revenues and expenses, governance structures and facility needs.

Councillor Verbeek announced the upcoming McGregor Music Festival on June 8, 2025 at Co-An Park.

Deputy Mayor Shepley announced the opening of the new His House of Miracles Church, the former Essex United Church, and noted that the opening service will be held on Sunday, May 25, 2025 at 10 AM.

Councillor Hammond announced the Colchester Walley Derby on June 14, 2025.

Councillor Garon reminded residents that the Essex Fun Fest is looking for volunteers and to apply at essexfunfest.com.
