This meeting will be hosted and chaired from the Town of Essex Municipal Building.  Due to the ongoing COVID-19 pandemic this meeting is not currently open to the public for in person attendance. This meeting can only be viewed by the public electronically via livestream on YouTube at  www.youtube.com/EssexOntario

RE: Essex Tourism Events Fund Applications

  • That Economic Development-2021-08 entitled Essex Tourism Events Fund prepared by Nelson Silveira, Economic Development Officer dated July 5, 2021 be received;

    That Council approve the distribution of $1,000.00 of funding to the Rotary Club of Harrow from the Essex Tourism Events Fund; and

    That Council approve the distribution of $1,000.00 of funding to Heritage Colchester from the Essex Tourism Events Fund.

RE: Appointment of an Engineer under Section 76 of the Drainage Act to provide updated cost sharing for the Lapoint Drain

  • That Drainage-2021-08 entitled Appointment of an Engineer under Section 76 of the Drainage Act to provide updated cost sharing for the Lapoint Drain prepared by Lindsay Dean, Drainage Superintendent dated July 5, 2021 be received; and

    That Council appoint Rood Engineering Incorporated under Section 76 of the Drainage Act to provide cost sharing for future culvert replacements for the Lapoint Drain.

RE: Amended Development Charges By-Law

  • That Development Services Report-2021-03 entitled Amended Development Charges By-Law prepared by Lori Chadwick, Director, Development Services, dated July 5, 2021 be received; and

    That By-Law 2043, being a by-law to amend By-Law 1850 respecting Development Charges be read a first, second, and third time and finally passed on July 5, 2021.

RE: St. Peter’s ACHS College School Lease of Lions Hall

  • That Community Services Report-2021-012 entitled St. Peter’s ACHS College School Lease of Lions Hall be received;

    That Council approve entering into an agreement with The All Canadian Hockey School Inc. O/A St. Peter’s ACHS College School (ACHS) for leased space at the Harrow Lions Hall located at 206 McAffee Street in Harrow for one year commencing on the first day of August, 2021 and concluding on July 31, 2022 with an option to renew for an additional two years beginning on August 1, 2022 subject to the general terms and conditions as outlined in By-Law 2044; and

    That By-Law 2044 be read a first, second, third time and finally passed on July 5, 2021.

RE: SERT July Update

  • That Community Services Report-2021-013 entitled Special Events Resource Team (SERT) July Update be received for information.

RE: King-Queen Traffic Signal Replacement

  • That Capital Works and Infrastructure-2021-09 entitled, King-Queen Traffic Signal Replacement prepared by Kevin Girard, Director, Infrastructure Services dated July 5, 2021 be received; and

    That Council approve the additional expenditure for the replacement of the traffic signals at the King Street and Queen Street intersection in the amount of $170,820.00 (including applicable HST) as part of the Harrow Streetscape project (GG-20-0008).

RE: Appeal Hearing with respect to a Dangerous Dog Declaration and Issuance of a Notice to Muzzle

  • That Legal and Legislative Services-2021-13 entitled Appeal Hearing with respect to a Dangerous Dog Declaration and Issuance of a Notice to Muzzle prepared by Shelley Brown, Deputy Clerk dated July 5, 2021be received; and

    That Council grant an exemption from the requirements of Section 4.01 of the Animal Control By-Law as it relates to the composition of the Appeal Committee, and direct that the members of the Appeal Committee for the upcoming appeal hearing(s) (to be scheduled) shall be comprised of three members of the general public to be appointed who have declared that they will serve impartially and that they do not have a conflict of interest in the matter to be adjudicated.

RE: Fireworks By-Law Review and Updates

  • Current By-law 124 being a By-law regulating the sale and the setting off of fireworks in the Town of Essex.
  • That Legal and Legislative Services-2021-14 entitled Fireworks By-Law Review and Updates prepared by Robert Auger, Town Solicitor/Clerk and Matthew Ducharme, Legal & Legislative Services Intern and dated July 5, 2021 be received,

    That By-Law 2011 being a by-law to prohibit and regulate the sale of fireworks and the setting off of fireworks in the Town of Essex be read a first, second and third time and finally passed on July 5, 2021; and

    That Council direct Administration to review the feasibility of an appropriate fee relating to the processing of an Application for Fireworks Display.

  • That all of the correspondence listed in Agenda Item 13.1 be received and, where indicated, to further share such information with the community using suitable methods of communication.

  • That all the Committee Meeting minutes listed in Agenda Item 14, together with any recommendations to Council noted therein, be received, approved and adopted as circulated.

    That Council have a discussion regarding barbeques at Town of Essex parks to determine what is and what is not permitted.

    That Council direct Administration to invest in facilities to provide water for Dogs at the Harrow Soccer Complex in absence of a dog park in Harrow as people are currently using the complex to walk their dogs.

    That Council have a discussion and provide direction regarding the organics waste program that Essex Windsor Solid Waste Authority (“EWSWA”) is proposing.

    That Council direct administration to install a turtle/ snake crossing sign on Iler Road noting that the Youth Action Committee has agreed to donate $50 towards the cost of installation of the sign.

    That Essex Town Council request that E.L.K Energy's Board meeting minutes be open to Council and/or the Asset Management Plan be shared with Council; and

    That Essex Town Council request Ron McDermott, Chair of E.L.K. Energy, raise this request at the next scheduled meeting as per Mayor Snively's suggestion at the June 21, 2021 council meeting.

  • That By-Law 2045 being a by-law to appoint an Assistant Deputy Fire Chief for the Town of Essex be read a first, a second and a third time and finally passed on July 5, 2021.

Being a by-law to confirm the proceedings of the July 5, 2021, Regular Meeting of Council of The Corporation of the Town of Essex

  • That By-Law 2042 being a by-law to confirm the proceedings of the July 5, 2021, Regular Meeting of Council of The Corporation of the Town of Essex be read a first, a second time and provisionally adopted on July 5, 2021.
