This meeting will be hosted and chaired from the Town of Essex Municipal Building. Due to the ongoing COVID-19 pandemic this meeting is not currently open to the public for in person attendance. We acknowledge that this land is the traditional territory of the Three Fires Confederacy of First Nations (comprised of the Ojibway, the Odawa, and the Potawatomi Peoples), and of the Huron-Wendat Peoples. We value the significant historical and contemporary contributions of local and regional First Nations and all of the Original Peoples of Turtle Island who have been living and working on the land from time immemorial.

RE: Request for Exemption from Section 9 of the Fence By-Law No. 384 (to exceed permitted maximum height of 1.8 metres/6 feet)

RE: Opposition to 108 McCarthy Road Request for an exemption from the Fence By-Law

  • That the delegations by Lynn O'Brien and Nicole Meloche be received and that Council support/does not support the request for an exemption from Section 9 of the Fence By-Law No. 384.

RE: Replacement of Building Automation System at Various Facilities

Recommended Action:

  • That Community Services-2021-16 report entitled Replacement of Building Automation System at Various Facilities be received; and

    That Council approves the 2021 post-budget Capital Project of Replacement of Building Automation System at the Essex Centre Municipal Building, McGregor Community Centre and Maedel Community Centre, with a total cost of $60,000.00 to be funded through the Asset Management Reserve.

RE: Site Plan Control Approval for 96 County Road 50 West (Colchester Centre, Ward 3)

Recommended Action:

  • That Planning-2021-22 report entitled Site Plan Control Approval for 96 County Road 50 West prepared by Rita Jabbour, RPP, Manager, Planning Services dated November 1, 2021 be received; and

    That By-Law 2070, being a by-law to enter into a Site Plan Control Agreement between The Corporation of the Town of Essex and Grove Hotel Ltd. for the development of a motel at 96 County Road 50 West, be read a first, second and third time and finally passed on November 1, 2021.

RE: Site Plan Control Amendment Approval for 1110 Ridge Road for Upper Canada Growers (Colchester South, Ward 3)

Recommended Action:

  • That Planning report Planning-2021-26 entitled Site Plan Control Amendment Approval for 1110 Ridge Road for Upper Canada Growers (Colchester South, Ward 3) prepared by Rita Jabbour, RPP, Manager, Planning Services dated November 1, 2021 be received; and

    That By-Law Number 2082, being a by-law to amend By-Law Number 1979, the existing Site Plan Control Agreement between: The Corporation of the Town of Essex and Upper Canada Growers (UGC) Land INC, for the construction of a +3478 square metre (+37, 440 square foot) greenhouse, be read a first, second and third time and finally passed on November 1, 2021.

RE: Removal of Holding Zone Symbol – 648 County Road 11, Harrow Centre, Ward 4 (Parts 4, 5 & 6 on 12R-28780)

Recommended Action:

  • That Planning-2021-27 report entitled Removal of Holding Zone Symbol – 648 County Road 11, Harrow Centre, Ward 4 (Parts 4, 5 & 6 on 12R-28780) prepared by Corinne Chiasson, Assistant Planner dated November 1, 2021 be received; and

    That By-Law 2079, being a by-law to remove the holding restriction for Parts 4, 5 and 6 on 12R-28780, be read a first, second and third time and finally passed on November 1, 2021.

  • That all of the correspondence listed in Agenda Item 13.1 be received and, where indicated, to further share such information with the community using suitable methods of communication.

  • That By-Law 2085 being a by-law for the declaration of and disposition of surplus lands (portion of closed alley south of Cameron Avenue) by the Corporation of the Town of Essex be read a third time and finally passed on November 1, 2021.

Being a By-Law to Authorize and Impose a local improvement charge concerning a Municipal Sanitary Sewer extension on lands within the Municipality located on Erie Blue Drive from Erie Shores Drive to Goodchild Beach

  • That By-Law 2086 being a By-Law to Authorize and Impose a local improvement charge concerning a Municipal Sanitary Sewer extension on lands within the Municipality located on Erie Blue drive from Erie Shores Drive to Goodchild Beach be read a third time and finally passed on November 1, 2021.
