This meeting will be hosted and chaired from the Town of Essex Municipal Building. Due to the ongoing COVID-19 pandemic this meeting is not currently open to the public for in person attendance. We acknowledge that this land is the traditional territory of the Three Fires Confederacy of First Nations (comprised of the Ojibway, the Odawa, and the Potawatomi Peoples), and of the Huron-Wendat Peoples. We value the significant historical and contemporary contributions of local and regional First Nations and all of the Original Peoples of Turtle Island who have been living and working on the land from time immemorial.

  • That the published agenda for the October 18, 2021 Regular Council Meeting be adopted as presented / amended.

  • That the minutes of the Regular Council Meeting held October 4, 2021 be adopted as circulated.

RE: Town of Essex COVID-19 Vaccination Policy

As its October 4, 2021 Regular Meeting, Council's consideration to approve/adopt the Policy was deferred pending the holding of a Special Meeting on October 12, 2021 in order for Council to discuss further and provide Administration with further direction as to recommended amendments to the Policy. Accordingly and as attached to this Agenda is for Council's consideration the Town of Essex COVID-19 Vaccination Policy as amended based upon Council direction/resolution provided at its October 12, 2021 Special Meeting. 

Recommended Action:

  • That Human Resources-2021-02 Report entitled Town of Essex COVID-19 Vaccination Policy as prepared by Brandi Sieben, Manager, Human Resources and first presented at the October 4, 2021 Regular Council Meeting, be received; and 

    That Council approve Policy #HS 04-26 as revised and attached to this October 18, 2021 Agenda and further that the policy be adopted to take immediate effect. 

RE: Building Report and Development Overview September 2021

Recommended Action:

  • That Economic Development-2021-13 entitled Building Report and Development Overview September 2021 prepared by Nelson Silveira, Economic Development Officer dated October 18, 2021, be received for information.

RE: Conservation Easement Agreement – PT LOT 18, CON 4, designated as Part 1 on 12R-28748 (4936 4th Concession Road)

Recommended Action:

  • That Planning Report 2021-16 entitled Natural Heritage Conservation Easement Agreement – Part Lot 18, CON 4, designated as Part 1 on 12R-28748 (4936 4th Concession Road), prepared by Corinne Chiasson, Assistant Planner, dated October 18, 2021 be received, and

    That By-Law 2052, being a bylaw to enter into a Conservation Easement Agreement between William and Yvette Woodiwiss and the Corporation of the Town of Essex for Part 1 on 12R-28748 be read a first, second and third time and finally passed on October 18, 2021.

RE:HIGH FIVE Accreditation Verification

Recommended Action:

  • That Recreation and Culture-2021-04 report entitled HIGH FIVE® Accreditation Verification be received; and

    That Council be updated on the Community Services Recreation and Culture Division’s work towards maintaining HIGH FIVE®

RE: Results of Request for Tender – Town Hall Renovations

Recommended Action:

  • That CAO Report 2021-001 entitled Results of Request for Tender – Town Hall Renovations be received; and

    That Council award the Request for Tender – Town Hall Renovations to TCI Titan Contracting Inc. in the amount of $267,893.01 including non-refundable harmonized sales tax.

RE: Asset Management Specialist Contract Position

Recommended Action:

  • That Capital Works and Infrastructure 2021-13 entitled Asset Management Specialist Contract Position prepared by Kate Giurissevich dated October 18, 2021 be received; and

    That the contract position and proposed funding for the Asset Management Specialist from November 1, 2021 through to December 31, 2022 be approved.

RE: Community Improvement Plan Update (Quarter 3 2021)

Recommended Action:

  • That Economic Development-2021-14 entitled Community Improvement Plan Update (Quarter 3 2021) Summary prepared by Nelson Silveira, Economic Development Officer dated October 18, 2021 be received.

RE: Results of Request for Tender-Winter Control Agreement for Truck, Salter, Plow and Wing Rental

Recommended Action:

  • That Operations-2021-04 entitled Results of Request for Tender-Winter Control Agreement for Truck, Salter, Plow and Wing Rental prepared by Norm Nussio Manager of Operations & Drainage dated October 18, 2021 be received; and

    That Council award the Results of Request for Tender- Winter Control Agreements for Truck, Salter, Plow Wing Rental (RFT-ID-21-023) to 1839431 Ontario Ltd (Colchester Farms).

RE: South Talbot Road Petition

Recommended Action:

  • That Operations Report- 2021-05 entitled, South Talbot Road Petition prepared by Kevin Girard, Director, Infrastructure Services dated October 18, 2021 and notifying Council of a petition received in connection with stated speeding concerns be received for Council's information.

RE: Court of Revision for Lawrence Quick Drain: Legalization of a Culvert

Recommended Action:

  • That the following three (3) members of the Drainage Board: Kirk Carter, Janice Dougherty and Felix Weigt-Bienzle be appointed to sit as members of the Court of Revision to be convened for the legalization of a culvert on the Lawrence Quick Drain, Roll No. 840-00501 in the Town of Essex, File Reference 21-023 pursuant to the Report prepared by Halliday Pearson and David Basilious, Professional Engineer, Baird AE, and dated June 21, 2021 (hereinafter the “Report”), such Court of Revision to be scheduled for 5:00 pm on November 10, 2021, via electronic meeting, and

    That By-Law 2022 being a by-law to provide for the Legalization of a culvert on the Lawrence Quick Drain, Roll No. 840-00501 in the Town of Essex, File Reference 21-023, be read a first and second time and be provisionally adopted on October 18, 2021.

RE: Court of Revision for Malden Road West Drain: Bridge for McGuire and Laramie and Maintenance Schedule

Recommended Action:

    That By-Law 2076 being a by-law to provide for the Malden Road West Drain, Bridge for McGuire and Laramie and Maintenance Schedule, Geographic Town ship of Colchester North, Project REI2021D007, be read a first and second time and be provisionally adopted on October 18, 2021.

  • That all of the correspondence listed in Agenda Item 13.1 be received and, where indicated, to further share such information with the community using suitable methods of communication.

RE: October is Disability Employment Awareness Month

  • That the correspondence by Community Living Essex, asking Council to consider proclaiming Disability Employment Awareness for the Month of October in the Town of Essex, be received OR received and supported; and if received and supported

    That Council proclaims the Month of October as Disability Employment Awareness in the Town of Essex by adopting the following proclamation:

    Whereas, Community Living Essex County supports over 700 people who have an intellectual disability so that they may live in a state of dignity and share in all elements of living in their community with an opportunity to actively participate. One element of living in a community is contributing through gainful and meaningful employment.

    And Whereas this year, more than ever, it’s vital to acknowledge the contributions that citizens of the Town of Essex who have a disability make to workplaces, to their communities and to society; and to acknowledge that there is still so much more opportunity. 

    And Whereas many of our local businesses are focused on staying open and having their staffing needs met. With several business sectors facing labour shortages over the next decade, and others growing, this hidden talent pool of highly educated and skilled people can help our local businesses not only recover from the pandemic, but also expand their base of qualified candidates so they’re prepared for the future.

    According and on behalf of the Town of Essex , the Mayor does hereby proclaim October as National Disability Employment Awareness Month (NDEAM) in the Town of Essex  so as to  acknowledge and celebrate the workplace contributions of people in our community who have a disability, and the business successes and benefits stemming from hiring with a focus on diversity and inclusion.

RE: New Community Flag Request for World Polio Day - October 24, 2021

  • That the request for the Polio Flag to be flown in front of Town Hall on October 24, 2021 for World Polio Day to help raise awareness for polio eradication, be received and supported.

  • That all the Committee Meeting minutes listed in Agenda Item 14, together with any recommendations to Council noted therein, be received, approved and adopted as circulated.
