This meeting will be hosted and chaired from the Town of Essex Municipal Building. Due to the ongoing COVID-19 pandemic this meeting is not currently open to the public for in person attendance. This meeting can be viewed by the public electronically via livestream and post-meeting on YouTube at www.youtube.com/EssexOntario


We acknowledge that this land is the traditional territory of the Three Fires Confederacy of First Nations (comprised of the Ojibway, the Odawa, and the Potawatomi Peoples), and of the Huron-Wendat Peoples. We value the significant historical and contemporary contributions of local and regional First Nations and all of the Original Peoples of Turtle Island who have been living and working on the land from time immemorial.

  • That the published agenda for the December 20, 2021 Regular Council Meeting be adopted as presented / amended.

  • That the minutes of the Regular Council Meeting held December 6, 2021 be adopted as circulated.

  • That the minutes of the Regular Council Meeting held July 5, 2021 be  amended in Item 17.1.3 to denote that there was a requested recorded vote and the results of that recorded vote all as reflected in the attached amended Minutes.

  • That the minutes of the Special Council Meeting held September 7, 2021 be adopted as circulated.

RE: 2022 Water and Wastewater Rates for the Town of Essex


Recommended Action:

  • That Environmental Services-2021-03 report entitled, 2022 Water and Wastewater Rates prepared by Kevin Girard, Director, Infrastructure Services dated December 20, 2021 be received; and

    That By-Law Number 2107 being a by-law to amend By-Law 1992 Being a By-Law to Establish Water and Sanitary Sewer Rates and Charges be read a first, a second time, and a third time and finally passed on December 20, 2021.

RE: Updated Fee Schedule for Colchester Harbour in 2022


Recommended Action:

  • That Parks and Facilities-2021-21 report entitled Updated Fee Schedule for Colchester Harbour in 2022 prepared by Jake Morassut, Manager, Parks and Facilities dated December 20, 2021 be received, and

    That the proposed rates indicated on page 2 of Parks and Faciliites-2021-21 report be approved with the following amendments:

    • Addition of a Commercial Operations Unrelated to Direct Harbour Use rate
    • Increase of the minimum footage on ‘B’ Dock from 15 feet to 20 feet.

RE: Site Specific Zoning Amendments – 27 Maple and 2151 Roseborough


Recommended Action:

  • That Planning-2021-31 report entitled Site Specific Zoning Amendment, 27 Maple Avenue (ZBA-09-21) and 2151 Roseborough (ZBA-10-21) prepared by Corinne Chiasson, Assistant Planner, dated December 20, 2021 be received;

    That By-Law 2105, being a by-law to amend By-law Number 1037 for the property at 27 Maple Avenue to permit a semi-detached dwelling be read a first, a second and a third time and finally passed on December 20, 2021; and   

    That By-Law 2106, being a by-law to amend By-law Number 1037 for the property at 2151 Roseborough to permit a sit-down restaurant be read a first, a second and a third time and finally passed on December 20, 2021.   

RE: Building Report and Development Overview November 2021


Recommended Action:

  • That Economic Development-2021-16 report entitled Building Report and Development Overview November 2021 prepared by Nelson Silveira, Economic Development Officer dated December 20, 2021, be received for information.

  • That the minutes of the Regular County Council Meeting held November 17, 2021 be received.

  • That all of the correspondence listed in Agenda Item 13.1 be received and, where indicated, to further share such information with the community using suitable methods of communication.

  • Moved byCouncillor Bondy

    That Council have a discussion regarding persistent dog barking and the negative impact it may have on the quality of life for residents of the Town of Essex and how complaints regarding this matter are to be enforced in accordance with the Town of Essex Noise By-Law.

Being a by-law to confirm the proceedings of the December 6, 2021, Regular Meeting of Council of The Corporation of the Town of Essex

  • That By-Law 2102 being a by-law to confirm the proceedings of the December 6, 2021, Regular Meeting of Council of The Corporation of the Town of Essex be read a third time and finally passed on December 6, 2021.

Being a by-law to enter into an Agreement between 1552842 Ontario Ltd. (operating as Noah Homes) and the Town of Essex relating to the extension and installation of a Sanitary Sewer over the land municipally known as 80 Maidstone Avenue West, Essex Ontario.

  • That By-Law 2103 being a by-law to enter into an Agreement between 1552842 Ontario Ltd. (operating as Noah Homes) and the Town of Essex relating to the extension and installation of a Sanitary Sewer over the land municipally known as 80 Maidstone Avenue West, Essex Ontario be read a first, a second, and a third time and finally passed on December 20, 2021.

through Her Majesty The Queen in Right of Canada (“Her Majesty”) as represented by the Minister (the “Minister”) responsible for Federal Economic Development Agency for Southern Ontario and The Corporation of the Town of Essex (“The Participant”)
