RE: Revisions to Town of Essex Heritage Register


Recommended Action:

  • That Planning Report-2025-26 entitled Revisions to the Town of Essex Heritage Register prepared by Rita Jabbour, RPP, Manager, Planning Services dated December 15, 2025, be received;

    That reference to the property located at 687 County Road 50 East (the “Huffman Cemetery”) be removed from the Town of Essex Heritage Register; and

    That the following reference to 44 Sinasac Street West (the “Old Mill”) be added to the Town of Essex Heritage Register:

    44 Sinasac Street West (the “Old Mill”)

    44 Sinasac Street West is legally described as Plan 746 Lots 15 to 23 Plan 202 PT Lots 3 and 4 and RP 12R21241 PT 1. It is located at the northwest corner of Sinasac Street and Queen Street in Harrow. It includes the former Harrow Mill/Farmer’s Co-op building. The property retains its cultural heritage value and interest from the “Old Mill” structure: a three-storey cement building constructed in the 1940s to replace the original Mill that was previously destroyed by fire. The Old Mill has been listed on the Heritage Register because it is a landmark in the Harrow community.

RE: Primary Care Nurse Practitioner Funding Reimbursement

  • That Human Resources Report-2025-07 entitled Primary Care Nurse Practitioner Funding Reimbursement prepared by Brandi Sieben, Manager, Human Resources dated December 15, 2025, be received; and

    That Council approve the transfer of funds from the Contingency Reserves – Salary Stabilization in the amount of $31,827 and Public Health in the amount of $6,994 to fund the repayment for unspent grant funding from the Primary Care Nurse Practitioner Program to be paid to the Ministry of Health and Long-Term Care.

Recommended Action:

  • That CAO Report-2025-06 entitled Summary of Outstanding Council Reports prepared by Kate Giurissevich, Chief Administrative Officer dated December 15, 2025, be received for information.

  • That all of the correspondence listed in Agenda Item 13.1 be received, and, where indicated, to further share such information with the community using suitable methods of communication.

  • That the correspondence from Windsor & Essex County Crime Stoppers, Inc., asking Council to consider proclaiming Crime Stoppers Month in the Town of Essex be received or received and supported, and if supported

    That Council proclaim the month of January as Crime Stoppers Month in the Town of Essex by adopting the following resolution:

    Whereas Crime Stoppers Month promotes awareness through education campaigns and events across Windsor and Essex County; and

    Whereas this year's theme for Crime Stoppers Month encourages Canadians to take an active role in community safety — by speaking up and sharing information anonymously when they “See Something"; and
    Whereas the foundation of Crime Stoppers is the partnership between the community, law enforcement, partnering agencies and the media; and

    Whereas Crime Stoppers encourages everyone to "Be a Crime Stopper. Keep your community safe." to assist law enforcement, solve crime and increase awareness and understanding of the Crime Stoppers program whereby promoting the usage of the 24-hour reporting service to reduce and solve crime; and

    Whereas Windsor & Essex County Crime Stoppers, Inc. actively works with members of the community, the media, and the police as a community safety service partner.

    Therefore, I, Sherry Bondy, Mayor of the Town of Essex, do hereby proclaim January 2026 as Crime Stoppers Month to support Windsor & Essex County Crime Stoppers, Inc. in promoting public awareness on their service within the community.
